SCSSD was established in 2002 and began active operations in March of 2003. In 2001, the three sports venue operators — Comcast Spectacor, the Philadelphia Phillies, and the Philadelphia Eagles — committed a combined $1 million annual contribution (with annual CPI adjustment) to fully fund SCSSD efforts and address the unique needs of South Philadelphia residents
